Noise in the picture during play back of a tape can be a couple of things one very common problem is Dirty Heads.  Another can be Tape Path Alignment. If there are one or more lines in either the top of your picture or the bottom, that indicates that either where the tape comes in contact with the video heads or exits the area of the heads is in need of professional alignment.

This is done with an oscilloscope and requires a trained technician. Cleaning and lubrication should be done first!
