A "blue screen" can be caused by either the TV or a VCR connected to the TV.

A few years ago, manufacturers added this feature to "mute" the video and audio when a TV (or VCR) looses it's picture. This prevents the loud hiss and snow on the screen when a signal is lost.

In some products, with menu options, it can be disabled

With TV's, it can be caused by an antenna that got turned and misaligned from wind, a weak cable signal or more frequently, bad antenna/cable connector. In VCR's the same applies, but also dirty heads or misalignment can also cause a weak signal to be sent to your TV.

With a satellite dish, Laser Disk or DVD it means you lost the signal from those devices.
