Many vertical circuit problems begin to show themselves when the picture begins to stretch from the top and bottom. Sometimes lines will appear in the picture.

This problem will not go away by itself. As the problem gets worse, the picture will start to drop down and eventually the TV will have a complete vertical output failure.

It is a shop repair, and in most cases cannot be done in the home.
