Even though they are horizontal lines, the problem is actually in the vertical circuit. This problem is a major repair, but it is one of the least expensive circuits to repair in most cases. 

The top of the picture gets lines in it, or intermittently drops down a half-inch or more when cold. After warm-up the symptoms appear to go away in the early stages. The problem is still there, and in fact is damaging components. Don't rush and get a shop involved yet though. As long is it is intermittent there is not much a shop can do. When it takes several minutes for the top-dropping-down symptom to go away is when to call a technician. There is one exception to this - if by "tapping" on the TV the symptoms go away (or can be duplicated) you may have a simple loose connection problem.

If left unrepaired as the symptoms progress, the TV will eventually suffer vertical collapse.
